Learn Blur Effect in Photoshop

First of all select a Photo which Background you want to make Blur and open that photo on Photoshop then create a Duplicate Layer.

After make a Duplicate Layer click on Mask.

After Mask click on Brush also.

Now use Brush and color your subject where you not want Blur Effect.

Click on Mask then check selected area.

After this you can go on Filter then click on Blur then select Radial Blur.

Radial Blur always should be 20 to 25 more amount will not look much good but you can do as you like.

Background will be Blur after use this then you can save your photo and your photo ready with new Blur Background.

Now you can see difference between these two photos.
